Short answer: a design fee should buy you a permit-ready set across five disciplines — architectural, structural, electrical, sanitary/plumbing, and mechanical where applicable — each signed and sealed by the professional the law requires, plus specifications and, if you intend to tender, a bill of quantities. Most disappointing design engagements are not badly drawn. They are incompletely scoped, and the owner finds out at the permit counter.

The Test That Settles Every Design Quote

Ask one question: "Which of these drawings will be signed and sealed, and by whom?" A complete building needs an architect for the architectural documents and a civil engineer for the structural ones — RA 9266 does not let one cover the other. Electrical, sanitary and mechanical each need their own registered professional.

Why Design Quotes Are So Hard to Compare

Three firms quote "complete plans" for the same house at ₱45,000, ₱80,000 and ₱160,000. The owner assumes the difference is quality or greed. Usually it is neither — it is scope.

The cheapest quote is often architectural drawings only, with the structural, electrical and plumbing sheets to be "coordinated later," which in practice means bought later from someone else, or drawn by a draftsman and signed by whoever will sign it. The most expensive includes the structural analysis, all four ancillary disciplines, the specifications, the bill of quantities and the permit filing. Those are not the same product, and no amount of comparing prices will reveal that if nobody itemises the scope.

Who Is Legally Allowed to Sign What

This is not a professional turf preference. The Revised IRR of PD 1096 requires that plans and specifications accompanying a building permit application be prepared, signed and sealed by the appropriate registered and licensed professional. Each discipline has its own governing act.

A Civil Engineer Cannot Sign the Architectural Set

Section 20.5 of RA 9266 provides that only registered and licensed architects may prepare, sign and seal architectural plans, designs, specifications, drawings and architectural documents. The Supreme Court has confirmed that RA 9266 impliedly repealed RA 544 insofar as it had permitted civil engineers to sign architectural documents. So when a single professional offers to seal your entire building set alone, that is not efficiency — it is a set that may be refused, and a professional exposed on the point. A complete building needs both, and any honest design firm will tell you so before you ask.

What Each Discipline Actually Delivers

Architectural

Site development plan, floor plans for every level, elevations on all sides, sections, reflected ceiling plan, schedules of doors and windows, and details. The schedules matter more than owners expect — a door schedule is what stops "door" from meaning whatever was cheapest that week.

Structural / civil

Foundation plan, framing plan per level, column and beam schedules, the bar schedule, and the structural design analysis. That last item is the one most often missing from a cheap quote, and it is the one that proves the building was designed to NSCP seismic and wind provisions rather than sized by habit. In a country with our seismic exposure and wind loads, an unanalysed frame is a guess wearing a drawing.

Electrical, sanitary/plumbing and mechanical

Layouts, riser and isometric diagrams, load and fixture schedules, and the computations behind them. These are what the ancillary permits are issued against, and the IRR is explicit that a building permit is null and void without them. Fire protection

Layout, egress plan, and detection and alarm coverage appropriate to the building. This is what the BFP evaluates for the Fire Safety Evaluation Clearance, which sits in front of the building permit — not after it.

Specifications and the bill of quantities

Specifications turn a drawing into a standard: concrete class, rebar grade, roofing gauge, paint system. Without them, "or approved equivalent" has nothing to be equivalent to. The bill of quantities is what makes competing quotes comparable — and what gives a variation an agreed rate two years later.

The honest way to choose is to ask who is going to resolve the argument when the drawings and the built work disagree — because that argument happens on almost every project. Small projects break that rule, because the drawing set for a modest house is not much smaller than for a large one, so a percentage of a small construction value cannot pay for it. That is why most Philippine firms price small work as a fixed fee by floor area rather than as a percentage.

What is the difference between design-build and hiring a designer and contractor separately?

Under design-build one contract covers both design and construction, so responsibility for a clash between the drawings and the built work sits with one party. Under the traditional route the owner holds two contracts and also holds the gap between them, which is where most disputes live — the contractor says the drawings were wrong, the designer says the work did not follow them, and the owner pays to resolve it. Design-build trades a little price transparency for a single accountable party.

Do I need a bill of quantities if I already have drawings?

If you intend to compare more than one contractor, yes. Drawings tell bidders what to build; a bill of quantities makes them price the same list of items so the numbers can be compared line by line. Without one, three quotes are three different scopes and the cheapest is usually cheapest because it excluded the most. A priced bill of quantities is also what makes a variation arguable later, because there is an agreed rate to apply to the change.

Can a design firm build anywhere in the Philippines?
