The BOM and BOQ deserve a specific note: they should be produced from the same model and drawing set as the documentation and reconciled against it before delivery. Quantities generated in isolation from the drawings are the single most reliable source of downstream argument, and reconciliation is a step you should ask about explicitly. Name the Edition, Not Just the Code

This is worth its own section because it is the most expensive and most avoidable failure in the whole arrangement.

"Design to ASCE 7" is not a brief. Neither is "AS/NZS 1170" or "Eurocode." Seismic and wind provisions move materially between editions, and the national annex or amendment is not a formality — for Eurocodes it sets partial factors, and for the AS/NZS suite the Australian and New Zealand annexes are genuinely different documents rather than regional spellings of the same one. A package produced to the wrong edition is not corrected. It is redone.

A competent offshore partner will ask for this before quoting. If they do not ask, that tells you something about how the last twenty projects went.

The Timezone Is an Asset Only If the Brief Is Complete

The Philippines runs on GMT+8. For Australian and New Zealand firms that is live overlap through most of the working day — questions get resolved inside one day. For firms in the United States, Canada or the United Kingdom it works as an overnight production cycle: brief at your end of day, and the work advances while your office is dark.

The catch is symmetrical. With a complete brief, the offset buys you a free shift. With an incomplete one, every unanswered question costs a full day rather than a five-minute conversation — and three such questions in a week erase the advantage entirely. This is the practical reason the scoping sheet matters more than the hourly rate.
