Short answer: renovation wins while the structure is sound and the work is cosmetic or services-led. Rebuilding wins once the scope crosses into a full gut — because at that point you are paying near-new-build money while still inheriting the old building's column grid, floor heights, foundation capacity and age. The calculator finds your crossover. The part it cannot do is tell you whether the existing frame can carry what you want to add — and that is the decision the whole thing actually turns on.

Demolition is priced by what has to be broken and how hard it is to get the debris out. Not by floor area alone.

Demolition Needs Its Own Permit
Under PD 1096, demolition is an ancillary permit with its own fee: ₱3.00 per sq m of floor area for buildings in all Groups, ₱4.00 per sq m for building systems, frames or portions of them including fences, and ₱800 plus ₱50 per metre above 10.00 m for standalone structures. The money is trivial. Demolishing without it is not — and neighbouring-property damage during an unpermitted demolition is a fight you will not want to be having without paperwork.
Every renovation number above rests on one assumption: that the existing structure can carry what you want to do to it. That assumption is not checkable by looking.

This is why the "unknown condition" option in the calculator carries a 15% allowance. That allowance is a guess standing in for a measurement — and on a multi-million peso decision, replacing it with an actual answer is the cheapest money in the whole project.

The honest summary: if the two numbers are within about 10–12% of each other, cost should not be the tiebreaker. A rebuild at the same price gives you current-code seismic and wind performance, a layout designed around you, and a fresh start on the defects clock. A renovation at the same price gives you a shorter programme and keeps whatever you already like about the building.

The demolition fee of ₱3.00 per sq m of floor area, the ₱4.00 per sq m for building systems and frames, the ₱800 plus ₱50 per metre above 10.00 m for standalone structures, and the ₱5.00 per sq m alteration fees on both vertical and horizontal dimensions are quoted from the New Schedule of Fees in the 2004 Revised IRR of PD 1096. The strengthening allowances tied to condition are indicative placeholders — real strengthening is designed from an assessment of the actual frame, never from a percentage. Land, temporary accommodation and the cost of a longer programme are not included.
How much does demolition cost per square metre in the Philippines?
As a 2026 planning range, light structures in wood or light steel run about 500 to 1,200 pesos per square metre, single-storey CHB load-bearing about 900 to 1,800, a one or two storey reinforced concrete frame about 1,500 to 3,000, and a three storey or taller reinforced concrete frame about 2,500 to 4,500. Those figures cover breaking down, loading, hauling and disposal. Recovered reinforcing steel and roofing can offset roughly 5 to 15 percent as salvage. Restricted access, adjoining structures and manual-only demolition all push the figure toward the top of the band.
Do I need a permit to demolish a building in the Philippines?
Yes. Demolition is an ancillary permit under PD 1096 and it carries its own fee: 3.00 pesos per square metre of floor area for buildings in all Groups, or 4.00 pesos per square metre for building systems and frames or a portion of them including fences. Standalone structures up to 10.00 metres in height are charged 800 pesos plus 50 pesos for every metre above 10.00. The fee is small; demolishing without the permit is not, because the same 100 percent surcharge logic that applies to unpermitted construction applies here too.
When is it cheaper to rebuild than to renovate?

Can I add a second floor to an existing house in the Philippines?
Only if the existing foundations, columns and beams were designed for it, or can be strengthened to carry it. This is not something you can judge from the look of the building. It requires an engineer to check the footing sizes and bearing capacity, the column reinforcement, and whether the frame satisfies current NSCP seismic and wind provisions with the added mass. Many older Philippine houses were built as single storey with footings sized accordingly, and adding a floor to them without strengthening is one of the more dangerous things an owner can be talked into.
What permits does a major renovation need?
Alteration and renovation work is assessed under PD 1096 at 5.00 pesos per square metre on vertical dimensions such as facades and interior walls, and 5.00 pesos per square metre on horizontal dimensions such as floorings, ceilings and roofing, in all Groups. Repairs costing more than 5,000 pesos are charged at 1 percent of the detailed repair cost. If the work touches structure, changes the use or occupancy, or alters the services, it needs sealed drawings and the corresponding ancillary permits, exactly as new construction does.
How do I know if my old building is worth saving?
By having someone look at the structure rather than the finishes. A structural assessment checks column and beam sizing, foundation condition, visible cracking and its pattern, concrete cover and corrosion, and whether the frame can carry what you intend to add. That report is what turns the renovate-or-rebuild question from a guess into a decision, and it is inexpensive relative to either path. Deciding without it means committing millions on the basis of how a building looks.
