Safety certificates issued under it are valid for one year from final inspection and renewable annually, provided re-inspection shows the installation is still compliant. RA 7920 — The Electrical Engineering Law (PRC)
RA 7920 governs who is legally allowed to design, install, supervise, and certify electrical systems. It requires a yearly inspection certified in safe operating condition by a licensed practitioner — and it sets license tiers by installation size, which is where most establishments get the sign-off wrong (details in the tool below). It also makes one thing unambiguous: electrical plans, designs, and specifications must be signed and sealed by a Professional Electrical Engineer (PEE) — the highest of the three PRC electrical licenses.

Practical consequence: the person who wired your building may not be the person who can legally certify it each year — and neither may be able to sign the plans if you renovate. Checking the license tier before engaging someone avoids paying twice.

Most establishments that fail didn't fail because the original installation was bad — they failed because years of add-a-circuit-here modifications were never reflected in any plan, so nobody knows what the system actually looks like anymore. That's also when an as-built assessment becomes the necessary first step before anything can be certified.
Under RA 11058 and DO 252-25, administrative fines for OSH violations run per day until corrected, scaled by severity — with willful failure or refusal to comply at ₱100,000 per day. A ₱15,000–₱30,000 annual inspection-and-maintenance bill against a five-figure daily fine isn't a close call.
