Short answer: a commercial building in the Philippines already carries a stack of annual legal obligations — an annual inspection by the Building Official, a Certificate of Annual Electrical Inspection, Certificates of Operation for mechanical equipment that expire in a year, an annual plumbing inspection, and a Fire Safety Maintenance Report that gates the business permit. Preventive maintenance is not an optional service on top of that. It is the activity that produces the records those certificates are issued against. Buildings without a maintenance programme do not avoid the cost; they pay it later, in a worse currency.

Preventive maintenance is scheduled work performed while the equipment is still working: cleaning, testing, calibration, tightening of terminations, filter and lubricant changes, insulation and thermal checks, and the written record of each. Corrective maintenance is the repair after something has already failed.
The technical difference is small. The commercial difference is not. Preventive work happens on your calendar — after hours, on a quiet day, with parts ordered in advance at a normal price. Corrective work happens on the equipment's calendar, which in practice means the hottest day of the year for a chiller, the busiest evening of the month for a restaurant's kitchen exhaust, and the day of a client visit for a lift. It comes with rush freight, overtime labour, and lost trading hours that never appear in a maintenance budget but always appear in the P&L.
There is a third cost that owners underestimate: documentation debt. A building that has been maintained reactively for five years usually cannot say what its systems actually look like today. Circuits were added, a pump was swapped for a different rating, a partition closed off a fire damper. When the annual inspection comes, the first job is no longer maintenance — it is an as-built assessment to work out what is there before anything can be certified.
These sit in three different laws and are enforced by three different offices, which is exactly why they are so often discovered one at a time, each as a surprise.

The IRR's annual inspection fee schedule states it plainly: single detached dwelling units and duplexes are not subject to annual inspections (an owner may request one, at ₱120.00 per service). The annual regime is aimed at commercial, industrial and institutional buildings — which is why a homeowner can go a decade without hearing about it, and a first-time commercial landlord hears about all of it in the same month.
Three details in that table are the ones that catch owners out.
Estimates the statutory annual inspection fees for a commercial building using the national schedule in the 2004 Revised IRR of PD 1096. This is the government fee only — not the cost of the maintenance work itself.
A preventive maintenance schedule is built around how fast each system degrades, not around a uniform visit interval. The frequencies below reflect standard engineering practice for a mid-sized commercial building in the Philippines; a specific building's schedule is set by its equipment list, its operating hours, and its environment — coastal salt air, dusty roadside frontage, and 24/7 operation all pull frequencies tighter.

The last item on the annual row is the one that quietly determines whether the whole programme works. A PMS contract that produces no updated asset register and as-built record leaves the building in the same documentation debt it started in — and next year's certification begins with the same archaeology.
What the paperwork should look like after each visit
A signed service report per visit — what was inspected, readings taken, what was found, what was done, and what was deferred with a recommended date.
A defects register with severity and owner — so that "the RCD trips intermittently" does not live only in a technician's memory.
Test records with values, not ticks — insulation resistance in megaohms, earth resistance in ohms, temperatures in degrees. A tick tells you somebody attended; a number tells you whether the equipment is degrading.
An annual compilation — the file that becomes the FSMR, supports the electrical certification, and answers the Building Official's annual inspection without a scramble.
There is no market-standard peso-per-square-metre for PMS in the Philippines, and any provider quoting one before seeing the equipment list is guessing. What exists are three pricing structures:
What actually moves the price: the number and type of serviced assets, the visit frequency, the response-time commitment for unscheduled call-outs, whether a technician is stationed on site or attends from a base, and the treatment of consumables and spare parts — filters, lubricants, belts and lamps are sometimes inside the fee and sometimes billed at cost.
Two things are almost always outside the fee, and a proposal that is vague about them is a proposal to argue with later: capital replacement (a failed compressor, a rewind, a new pump) and statutory fees paid to the LGU or BFP. Ask for both to be stated explicitly.
Set the annual PMS fee against what a single unplanned failure costs in your business — the emergency call-out, premium-priced parts, the trading hours lost while the space is unusable, and, where the failure is electrical, the exposure under RA 11058 and DO 252-25, where administrative fines run per day of violation until corrected. How much does a PMS contract cost?
Scope drives price, so there is no standard rate. Contracts are priced as a monthly retainer, per visit, or per serviced asset. The number of assets, visit frequency, response-time commitment, on-site staffing and the treatment of consumables move the figure most; capital replacements and statutory fees are normally excluded.
What is the difference between preventive and corrective maintenance?
Preventive is scheduled work on functioning equipment to stop a fault developing. Corrective is repair after failure. The practical difference is who controls the timing — and unplanned timing is what makes corrective work expensive.
