On 15 July 2026, fire hit Why Not, one of the recognizable establishments on Dumaguete's Rizal Boulevard. Reported damage was ₱15.8 million. As of writing, the cause has not been publicly established — that determination belongs to the Bureau of Fire Protection, and nothing in this article should be read as a claim about what happened at that building.
What it did do, locally, is put a question in front of a lot of business owners at once: could that have been mine?
That question deserves a better answer than a fire extinguisher and a hope. So here is the engineering version — what the national data actually says starts commercial fires, why restaurants and restobars carry a heavier risk profile than offices, and what a maintenance regime that addresses it looks like in practice.
BFP data puts electrical issues at the top of Philippine fire causes year after year — arcing and loose connections specifically. These are not sudden events. They are slow, detectable, maintainable conditions that announce themselves to an inspection long before they announce themselves to a fire.
It's worth separating what people assume causes fires from what the Bureau of Fire Protection actually records. Across recent reporting years, the pattern is consistent:
Read those together and something useful falls out. The dominant causes are not random misfortune — they are degradation. A termination works loose over months of thermal cycling. Insulation embrittles. A circuit designed for a 2019 equipment list quietly carries a 2026 one. None of that is visible from the dining room, and all of it is visible to someone opening a panel with the right instrument.
Why "arcing" and "loose connections" matter more than they sound
A loose termination is a bad electrical joint. Bad joints have resistance, resistance makes heat, and heat loosens the joint further — a feedback loop that ends at the ignition temperature of whatever is nearest. Arcing is the same physics with a visible spark.
The important property for a building owner: both develop over time and both produce heat before they produce flame. That is precisely why a scheduled thermal check of panels and terminations catches them — and why an annual walkthrough with a clipboard does not.
An office has one meaningful ignition category. A food-service establishment stacks four of the national top causes into a single building, usually within a few metres of each other:

Your FSIC — a Fire Code compliance snapshot
The Fire Safety Inspection Certificate confirms your establishment met Fire Code requirements on the day it was inspected, and it renews annually with your business permit. It is genuinely necessary. It is also a photograph, not a video — the grease that accumulates in your duct and the termination that works loose both happen entirely in the gap between inspections.
Your annual electrical safety certification — a legal requirement with teeth
Under OSHS Rule 1210 and RA 7920, your electrical installation must be inspected and certified in safe operating condition every year, by a PRC licence tier that matches your installation's size. Under the revised OSH rules, non-compliance carries administrative fines of ₱20,000–₱100,000 per day until corrected. Most establishments are surprised to learn the electrician who maintains their system may not hold the licence tier legally required to sign it.
Both certificates are checkpoints. What happens between them is where fires are actually decided — and that's a maintenance question, not a paperwork one.
A preventive maintenance (PMS) contract for an establishment isn't a service call you make when something breaks. It's a fixed schedule that puts a qualified person in front of the failure modes above, before they mature:
Done this way, the annual electrical certification stops being an event. It becomes the by-product of maintenance that already happened — signed off by the engineer who has been in the building all year, not a stranger meeting your panel board for the first time.
A maintenance contract for a typical establishment runs a modest recurring cost. The alternative outcomes it hedges against are a ₱20,000–₱100,000 daily OSH fine, a business-interruption closure, an insurance claim complicated by an uncertified installation, and — in the worst case — a total loss measured in the millions. It is one of the few line items in a building's budget where the maths isn't close.
What is the leading cause of fires in the Philippines?

How often should a commercial building's electrical system be inspected?
