It happened on the first day of the new school year. At 7:37 AM on June 8, 2026, a magnitude 7.8 earthquake struck off Sarangani — and at Matanao National High School in Davao del Sur, a building came down. It wasn't a building anyone was surprised by: it was one of three buildings condemned and cordoned off since the 2019 Mindanao earthquakes, left standing for seven years, never demolished. By the time DepEd finished counting, 8,642 schools across six regions had been affected.
We've already covered the engineering behind the M7.8 Mindanao quake and the week-one damage picture. This piece is about one specific building type the code treats differently from everything else you build: the classroom your child sits in every morning.

Here's what most parents, and even some building owners, get wrong — including an earlier version of this article: under the National Structural Code of the Philippines (NSCP), a public school building is not designed to a higher seismic standard than an ordinary commercial building. It's treated as a distinct occupancy category — but not a stronger one.
NSCP Table 103-1 sorts buildings into occupancy categories, and Table 208-1 assigns each one a seismic Importance Factor. Category I — Essential Facilities (hospitals with surgery or emergency treatment areas, fire and police stations, emergency communication and aviation-control facilities) carry the highest factor: 1.50 — roughly 50% more seismic force resistance than a standard building. Public school buildings are explicitly named — but under Category III, "Special Occupancy Structures," alongside general hospitals and designated evacuation centers. Category III's Importance Factor is 1.00 — identical to an ordinary standard-occupancy building. The code recognizes schools as different. It just doesn't require them to be built any stronger for it.
That's the actual design requirement — or lack of one. The Mindanao quake showed what a system without an elevated seismic standard, and without routine inspection, produces: a Matanao classroom building condemned since 2019 finally giving way, and more than 7,300 classrooms across the region left minor, majorly damaged, or destroyed.
Since NSCP doesn't mandate an elevated seismic standard for ordinary school buildings, the only way to know a campus building is actually safe is to have it independently reviewed — the code alone won't tell you.

Everyone was safely outside at the flag ceremony when it happened — no injuries. But "condemned since 2019" describes a building that was known to be unsafe for seven years before it failed. That's not a design failure. It's a follow-through failure.
Many public school buildings in the Philippines predate the current NSCP 2015 seismic provisions — some were built under NSCP 1992, or earlier still, under no formal structural code at all. A building designed decades ago, even if it was compliant at the time, was not engineered against today's understanding of seismic hazard in a Cotabato Trench-adjacent region. And because Category III occupancy carries the same 1.00 Importance Factor as an ordinary building, an old school was never required to be built to a higher standard in the first place.
Many campuses grew organically over decades: an extra floor added here, a former storage building converted into classrooms there, annexes built without a fresh structural analysis. Every one of these changes affects the load path of the original structure — regardless of what Importance Factor the building was originally designed to.
Unlike a private commercial building, many public school buildings have never had an independent third-party structural inspection between initial construction and the day disaster forces one. DepEd's post-quake response — deploying regional and Central Office engineers to clear schools one by one before reopening — is the right process. The problem is that, for most schools, it's the first time that process has ever happened.

Following a directive to mobilize engineers, DepEd sent structural engineers from its Central Office to support regional teams — particularly Regional Office XII, at the center of the damage zone — inspecting facilities school by school. Reopening was never on a blanket regional timeline; each individual building had to be inspected and formally cleared by DepEd engineers, local disaster coordinators, and structural experts before students returned to it.
That's the correct process. It's also the exception, not the rule — most schools nationwide have never gone through it outside of an actual disaster.

NSCP names schools as a distinct occupancy category precisely because of who's inside them and how they're used after a disaster — but it stops short of requiring them to be engineered any stronger than an ordinary building.
