Tropical Depression Luis made landfall in Isabela on August 3, and the southwest monsoon — enhanced by Tropical Depression Maymay — has kept dumping rain across Luzon since. Barangays in Macabebe, Pampanga went underwater as high tide met floodwater; homes across the region are only now starting to dry out. Quick Reference: When to Call an Engineer, Not a Painter

If floodwater stood above 0.6m (knee height) for more than 24 hours, or you see new cracks, a lean, or a door/window that suddenly doesn't close right, get a structural inspection before any repair work starts. Cosmetic fixes over a compromised structure hide the problem — they don't solve it.

Reading this diagram: the same flood event creates different damage at different heights — cosmetic below 0.3m, electrical hazard and material saturation up to 0.6m, and foundation/soil concerns any time water stands for more than a day, regardless of depth.

Step 1 — Is It Safe to Go Back Inside?

  1. Do not touch the breaker panel if it was underwater

    If the electrical panel itself was submerged, do not touch it — call your electric cooperative or a licensed electrician to de-energize the line from outside first. If the panel is dry and reachable, switch OFF the main breaker before wading into any room with standing water.

  2. Look from outside before entering

    Walk the perimeter. Check for new diagonal cracks in walls, a visible lean in posts or walls, sagging in the roofline, or a gap that has opened between the wall and the floor/roof. Any of these means: do not enter, call an engineer.

  3. Check for gas leaks and structural debris

    If you smell gas, leave immediately and ventilate before re-entry. Watch for floating debris that may have battered walls or posts during the flood peak.

  4. Ventilate before you assess

    Open doors and windows for at least 30 minutes before spending extended time inside — trapped humid air accelerates mold growth and can carry contaminants from floodwater.

Step 2 — The Structural Inspection Checklist

Foundation & Footings

Check for new settlement (a corner of the house that now sits lower than the rest), gaps opening between the foundation and the wall, or soil that has visibly washed away from around the footing. On sloped or backfilled lots, also check for signs the retaining structure moved. These are the highest-cost issues to miss — differential settlement gets more expensive to fix the longer it's ignored.

Walls (CHB, RC, or Wood Frame)

Look for cracks wider than a hairline (>3mm), especially diagonal cracks radiating from window/door corners — these can indicate movement, not just surface damage. White powdery residue (efflorescence) and paint bubbling below the waterline are expected and cosmetic on their own, but combined with cracking they point to a wall that absorbed more than surface moisture.

Columns, Posts & Floor Slab

Check columns and posts for a visible lean using a level or plumb line. On the floor slab, look for new heaving, cracking, or a hollow sound when tapped (a sign the slab has separated from its base). A slab that heaved during the flood and settled unevenly afterward is a red flag for soil movement below.

Electrical & Doors/Windows

Any outlet, switch, or panel that was submerged needs professional inspection before re-use — corrosion inside the housing is invisible from outside and is a fire and shock risk. A door or window that suddenly binds, won't latch, or has a new gap at the frame is often the first visible sign of frame racking from structural movement — worth flagging even if it seems minor.

Is it safe to re-enter a flooded house?

Only after power is confirmed off at the source and a visual check from outside shows no lean, large crack, or sagging. If the electrical panel was submerged, have a professional de-energize it — never handle a wet breaker panel yourself.

Does floodwater weaken a house's foundation?

Yes, potentially. Standing water saturates soil around footings and can reduce bearing capacity temporarily; fast-moving water can also scour soil away from footings entirely. Houses on backfilled or reclaimed lots are at higher risk and should be checked first.

How much does flood damage repair cost in the Philippines?
